Vetting & PSC Inspection Feedback
Commercial vetting inspectors and port state control officers are obliged to act, and to perform their work, in accordance with clear, documented and publicised codes of practice. There are however times, when the ship's master and or operator may feel that there is cause for concern and that compliance with these codes of practice may be in doubt.
INTERTANKO has provided a means of reporting these concerns through two feedback questionnaires, one aimed at Vetting Inspectors and the other aimed at PSC inspections.
INTERTANKO can collate this information and raise the concerns with OCIMF, CDI and relevant port state control authorities and/or MoU's in a confidential manner to the Member, with the objective of not only providing a platform for Members to confidentially provide reports, but also helping to drive continuous improvement regarding inspection procedures.
An XML import facility enables a Master to complete the VIFF and PSCIFF form as an offline form in exactly the same way as if accessing the system online, but then also enables the XML version to be e-mailed to the INTERTANKO database, which will automatically extract all the information contained within the completed form and post this directly and automatically into the relevant sections of the respective e-database encouraging wider use by Members and their respective vessels.
INTERTANKO encourages ships' Masters and operators to complete both the VIFF and PSCIFF online feedback systems on each occasion where either a vetting inspection of PSC inspection takes place and to submit this into the INTERTANKO online database.
This will greatly assist INTERTANKO in its continued efforts to monitor inspector behaviour and ensure compliance with the codes of practice laid down by various inspection authorities and the way that concerns are raised.
Part 1 of the Questionnaire Vetting Inspection Feedback Forms (VIFF):
This questionnaire relates to Commercial Vetting Inspections and has been revised in accordance with the SIRE Inspector Code of Conduct.
Part 2 of the Questionnaire Port State Control Inspection Feedback Forms (PSCIFF):
This questionnaire relates to Port State Control Inspections and has been revised in accordance to the IMO "Code of Good Practice for Port State Control Officers" as contained in document MSC-MEPC.4/Circ.2.
Members are reminded that the PSCIFF and the VIFF online reporting systems are confidential to the owner, vessel and Master submitting the inspection report, ie where a negative answer is received, INTERTANKO will share the report with either the SIRE compliance manager of the relevant MoU but in confidence to the owner/Master or vessel submitting the report.
