Training requirements (ECDIS, BWM)
ECDIS and ballast water management systems are two new pieces of equipment that tankers are required to install and use. It is essential that members’ crew are properly trained in the operation of these systems to ensure safe navigation and prevention of the transfer of unwanted organisms in ballast water and to preclude port state control actions against members’ tankers for noncompliance. INTERTANKO will actively engage in the development of appropriate training requirements for the operation of these systems and assist members in ensuring that their crew meet these standards.
Oil companies and charterers have developed officer matrices that contain the requirements that the officers on their tankers must comply with to serve on their tankers. These matrices include requirements for such things as time with company and time in rank. In some cases, the combination of these two, make it very difficult, if not impossible, for officers to comply and serve on their tankers. It is important that INTERTANKO actively engage with oil companies and charterers on behalf of our members to ensure that the officer matrices developed are reasonable and not impossible to meet. In addition, INTERTANKO can assist members by providing guidance on how to comply with the various officer matrices.
