Vessel & PSC Inspection Feedback
Introduction
Inspectors conducting ship inspections and Port State Control Officers (PSCOs) must adhere to strict codes of practice. There may be instances where the ship’s Master or operator may doubt the inspector's or PSCO's compliance with these codes.
To address these concerns, INTERTANKO offers a feedback system for commercial vessel and Port State Control (PSC) inspections. This platform allows INTERTANKO members to confidentially report inspector behaviour, enabling INTERTANKO to raise issues with OCIMF, CDI, terminals, and the relevant PSC authorities as necessary.
The goal of providing this feedback platform is to ensure continuous improvement in ship inspections and overall procedures. Both the Vessel Inspection and PSC Feedback questionnaires are aligned with the SIRE inspector code of conduct and the IMO Code of Good Practice for PSC Inspections (MSC-MEPC.4/Circ.2).
Given the confidential nature of the system, a username and password are required to submit reports, which can be obtained upon first requesting access.
INTERTANKO encourages ship Masters and operators to complete the feedback forms after each commercial vessel or PSC inspection. This feedback supports INTERTANKO’s ongoing efforts to monitor inspector conduct and ensure their compliance with standards set by OCIMF, CDI, IMO, and relevant PSC authorities.
INTERTANKO Secretariat monitors inspection feedback, shares experiences with members, and raises issues with the relevant organizations and authorities.
Both feedback systems have been reviewed by the INTERTANKO Vetting Committee. The questionnaires include comment boxes for all the questions, allowing users to provide detailed feedback. Masters, managers, and owners are encouraged to offer as much detail as possible (both positive and negative) to help improve future inspections.
The two feedback systems are explained in further detail as follows:
Vessel Inspection Feedback
This form is used to submit feedback after a commercial vessel inspection, such as a SIRE, CDI, or Terminal inspection. The system is restricted to INTERTANKO members, and all users are reminded that the Vessel Inspection database is confidential to the owner, vessel, and Master submitting the report. INTERTANKO may share the report with SIRE, CDI, terminals, or relevant third-party vetting companies, but always confidentially with the owner, Master, or vessel involved.
The Vessel Inspection Feedback Form contains 21 questions based on Section 4, "Conduct of Inspections," from the SIRE VIQ provided by OCIMF. Both positive and negative feedback are essential for continuous improvement.
Port State Control Inspection Feedback
This form is used to submit feedback following a PSC inspection conducted by a PSCO. Like the Vessel Inspection system, the PSC Inspection database is confidential to the owner, vessel, and Master submitting the report. INTERTANKO may share the report with the relevant PSC and/or MOU authorities, but always in confidence with the owner or Master involved.
The PSC Inspection Feedback questionnaire is based on the IMO “Code of Good Practice for Port State Control Officers” (MSC-MEPC.4/Circ.2). Positive feedback is just as valuable as negative feedback, both of which contribute significantly to the improvement of inspection standards.
What is new?
INTERTANKO has released an updated version of the questionnaires, keeping the same questions but introducing new functionalities:
- Browser-based questionnaires with offline capabilities: Both questionnaires can now be completed directly in a web browser, even with poor internet connectivity. This feature allows users to fill out forms offline, ensuring inspections can be documented without delay. Once completed, the questionnaires can be submitted directly without needing to attach files to emails.
- New "Questionnaires Review" functionality: In this updated version, completed questionnaires can either be sent directly to INTERTANKO or first routed to the ship owner's office for review. This is done by specifying the recipient's email address (only corporate emails allowed, personal emails are blocked). The owner’s office can approve or reject the questionnaire. If approved, it is automatically forwarded to INTERTANKO. If rejected, the questionnaire is discarded and not sent to INTERTANKO.
