Engine Power Limiting (SHaPoLi/EPL) Systems Override and Reactivation
28 June 2024
Following MEPC 76's adoption of amendments to Chapter 4 of MARPOL Annex VI, implementing technical and operational measures to reduce carbon intensity in shipping, regulation 25 introduced Energy Efficiency Existing Ship Index (EEXI) requirements for existing ships, many of which have since been equipped with shaft or engine power limitation systems (EPL/SHaPoLi).
However, hazards to safe navigation may create an acute need for reserve engine power, which should be readily available to the Master or Officer in Charge of Navigational Watch (OICNW). Recognising that power limitation may affect the ability of a ship to manoeuvre and navigate in confined waters as intended, INTERTANKO’s Safety and Technical Committee (ISTEC) and Nautical Sub-Committee (NSC) developed a simplified procedure, intended to guide Masters in overriding the limiters to access power reserve when required without unnecessary delays.
