Annexes 1 and 2 of MARPOL require parties to this convention to provide adequate reception facilities in their ports and terminals to receive oily residues and oily mixtures without causing undue delay to ships. In addition, these annexes provide specific requirements requiring the capacity of these reception facilities. Unfortunately, many of these ports and terminals either do not have adequate reception facilities to meet members’ tankers needs or if they do, they are extremely expensive or require considerable time to use, delaying the tanker. INTERTANKO has actively engaged, and will continue to engage, with port authorities to ensure that adequate reception facilities for the discharge of tanker oily residues and oily mixtures are provided at a reasonable cost and with no delay to the tanker. In addition, INTERTANKO will provide advice and guidance to members to assist them in properly disposing of and minimizing their oily wastes.
